California two-tier system. Class A (direct sales, ~$86,206 CPI-adjusted base $75,000) requires county registration, no inspection. Class B (~$172,411 CPI-adjusted base $150,000) requires county permit and home kitchen inspection. Both require ANSI-accredited food handler course within 3 months, renewed every 3 years. Caps adjust annually by CA CPI.
